Thank you anon - but if I do that, then I have to change all of the other thousands of Non-food products to: <input type="hidden" name="tax" value="6"> - correct?

What I was looking for was to just leave the Tax Basis as is, and add the line of code to the Food Products only of <input type="hidden" name="tax" value="0"> - but that apparently doesn't work :(

    My Tax Basis is:
Tax will be calculated using one of the rates specified below.

Quote tax before we have their shipping address:
    #5 Michigan US States

Tax is based on the shipping address:
Sales tax should be added to my prices

    Thanks everyone for your input.

    anon said Kathy,

To achieve what you want, I think you need to do the following:
    1. Add tax to all your forms as follows:
    Food: <input type="hidden" name="tax" value="0">
    Non-food: <input type="hidden" name="tax" value="6">
    2. Set Cart Sales Tax as follows:
TAX BASIS: Tax will be calculated using one of the rates specified below.
Tax is based on the shipping address: sales tax should be added to my prices
    6 - US States: % Rate=T State=Michigan
