    Default tax is 17.5% set in the TAX section. All prices on my site are without VAT.

    Shipping is zoned for different postage AND I've used the TAXABLE tick option to indicate whether the CART applies the default tax percentage to the order. For "rest of the world" this option is not selected - no VAT applied.

    I have a non VAT Book, yet there is no where to exclude VAT and still apply the different shipping zones.

    Does this make sense?

    If the cart is adding tax to ALL items, then, to my knowledge there is no way around it. I have a similar issue with a client.

    What you could do is change the cart set up to show that tax is calculated by the link in your form/button:
    <input type="hidden" name="tax" value="17.5" />
    For the book:
    <input type="hidden" name="tax" value="0" />
