You could use Shipping option 7

Set the units to equal the item value

Set band one as $15 for units totalling up to 120

    Set next band to -$15.

Option 5: Calculated by weight or other value from an array
With this option you can set up an array so that shipping is calculated on the basis of values you asigned to each item when they were added to the cart. For example; for the first Kilo shipping might cost $10. For the second to ninth Kilos, $5 per Kilo (or per units), and for more than ten Kilos, free of charge. You can set the bands where you want.

You can assign shipping to a maximum of five zones, for example; local, national, international and so on.

Automatically set units to equal the price (shipping by value)

Set up a table, up to 120 units / cost 15
    the rest -15

That way, you can easily build any other areas for shipping in the future if needed.

    Hope it helps.

Having trouble with a form or need one building?
Fast turnaround, but I do charge :)

When used like this, isn't option 5 and 7 really the same thing?

Simplest would the first suggestion - option 7 with the units=price box checked (which avoids the requirement to define a units field for each product. One zone..

    120 ___ 15 _____ charge 15 for up to (AND INCLUDING) 120
    0.01 ___ -15 ____ free if over 120

It's possible to achieve this with option 5 but iwoulld need another row.

    1 _____ 15 __ multiply the first $ of ordervalue by 15
    119 ___ 0 ____ next 119 are free
    0.01 ___ -1500 __ reset to 0 if a cent more

You didn't say what happens if the order value is exactly 120.

thanks everyone for your help. I actually just found if you look above all the shipping options there is and option to add the value for free shipping then also a fixed rate. I just filled in that and all is good.
However it is great to know of the other options available
